My question is when you kill 25% of an army in close combat, and they have to take a panic test and they fail.
They are then forced to flee, avoiding losing combat and being pursued.
In the few games I've played lately, killed 25% of an army I'm fighting has always helped the other guy because I cant cut down the fleeing unit by out rolling them like I'd get to do if they had to finish combat and were forced to flee when they lost their break test.
Can you pursue a fleeing unit when they are fleeing from panic and not from a break failure?
I do not know which army you are using for this, but many armies have fast units aswell, like Great eagles or wolf riders or some fast cavalry unit. If for some reason an enemy is fleeing at the start of your turn, then you can charge them with the fast guys and whipe em out. Note that units in combat do not take panic tests...
when they flee from shooting and magic, you do not get to pursue no. But i must say its a good thing against low leadership units, because if one or more of my wolfriders or chariots flee, theres a good chance that they run off the board. they can also drag nearby goblin units along with their panic.

You don't take Panic checks while in combat. The 25% rule only applies to movement, shooting, and magic. In combat, once you're stuck in, you're stuck in until you lose the round and break.
Also, Digger, when you charge a fleeing enemy, they automatically elect to Flee as a charge reaction, they're no longer auto-popped like 7th edition. It's frustrating, because Fleeing units don't give up VPs anymore, so you have to drive them all the way off the table. You can be a git and make long charges at the fleeing units, then Redirect onto your actual target though, to keep the cowards running.
Thank you for all the responses! The panic in combat is what the problem was.
So when you charge a fleeing unit, what if you still roll higher than them and run into them? Do they still die and do you then get VP points? You really dont get victory points for running down a fleeing unit? That seems silly.
I am right 94% of the time, why worry about the other 3%.
