Is this a shield, or is that just the name? Can i use it in combination with a normal shield? Also, what's the deal with the thing that reduces the opponent's weapon skill to 1 if ward save is passed? Does that mean that I should roll all attacks against the person with the shield one at a time, and if he awrd saves, my WS goes down for the rest of the hits? Or do I still roll all my attacks at once, which would only make the effect useful if the dark elf attacks after I attack him?
No, it is not a shield you can defend yourself with. (It is a magic light around the character I think).
And hits are resolved all at once. The highest initiavtive first, then the second highest...

Correct, not a shield. As the item states "an amulet worn round the neck", so no it doesn't increase your save or anything.
As for the WS reducion, this is done after all attack. You roll all attacks at once, then wounding, saves, wards. If the ward is past, then the enemy's WS is reduced to 1. Its very useful for your attacks back, as you'll basically be hitting on 2s.

you can not hit the enemy easier than 3+ unless using magic to get +1to hit.!!!!

The WS is reduced to 1 and is only useful is the 'blinded' model struck before the character with the shield of light, making it easier for him to hit.
