For the sake of copyright, I'll refer to this item as the bow. It's in the new WE army book, and I'm hoping to field my new elves for the first time this weekend.
So my problem is that, having only played VC, I'm totally ignorant of how shooting works. However, I've played plenty of armies that shot me to pieces, and I've seen characters take multiple shots, like a Skaven assassin hurling several throwing stars.
So this item, the bow, allows bearers to shoot as many times as they have attacks on their profile. Also, it says, there's no -1 penalty for multiple shots.
Now, I thought characters already got to shoot as many times as they have attacks. Or is that just wrong? Can models only shoot once, unless the weapon description says differently? Or is the only benefit of this weapon that there's no ms penalty?

I'm not aware of this -1 for multiple shots. You only get to shoot weapons once, other than missle weapons like repeater pistol which get to shoot multiple times. Models can shoot only once, unlike dark elf crossbowmen or something.Originally Posted by DavidVC04

The -1 is for those models that, like the dark elf crossbowmen you mention, can optionally fire more than once. Some skavens and skinks can do it, too.
So even though my elf lord has 4 attacks on his profile, he can only fire his bow once? But this magic item lets him have additional shots, it seems, equal to his attacks?
You're talking about the Bow of Loren, right? (As long as you don't mention point costs, you're clear)
In that case, yes, the character can fire as many shots as he has attacks without any additional penalties.
It's like this:
Normal missile weapons: One shot at bearer's Ballistic Skill
Missile Weapons with the Multiple Shots rule: Can fire as many shots as the Multiple Shots rule says (the number may vary), but suffers a "-1 on all To Hit rolls if fires more than one shot.
Bow of Loren: Lets the bearer fire as many shots as he has attacks without any penalties whatsoever.
Use Light, Beasts, Metal instead of Heavens
NecroLords: Use at least one Death Mage
Brets: Use Peasants&Damsels
Skaven: Don't use Skryre SAD
