Units may not march through difficult terrain, if they come up to some they simply stop and may not move again that turn. To move through it they must use their normal movement rate and reduce it as per normal. This applied to infantry and fast cav as well as cav (all use ordinary formations).
Skirmishers suffer no penalties for moving through difficult terrain, as stated in their rules in the BRB.
But as the fast cav get free reforms (i think) doesn't that mean they could just snake and therefore effectively suffer no penaltys?
In regars to normal units- does that mean that they're march move is effectively quartered?
No, you cannot march through difficult terrain. If you are marching and contact an obsticle or difficult terrain the unit stops, goes no further, comes to a stand still etc. Simple as that.
As to snaking, no. Snaking just allows the unit to move between intervening terrain not through it, the unit would suffer from the usual penalty unless there is two pieces of terrain to move between.
