Ok the casket of souls has a leadership based attack. In the description it says that "you" the tomb kings player roll 2d6+2 and compare it to your opponents leadership and the difference is the number of wounds inflicted to the unit. When fighting Lizardmen does the tomb kings player have to roll 3D6 and drop the highest or is that only for certain leadership tests or only for leadership based tests that the Lizardman player rolls?

Its still 2d6+2. The 3d6 thng is only for leadership based tests (or at least morale checks)l. The 2d6+2 is an attack based off the leadership stat, not a test, so cold-blooded wouldn't affect it. Same thing with the Banshee's wail from Vampire Counts.
