First off, to avoid being flamed... I know Chaos Dwarfs are not a current legal list, and theres a snow ball's chance that they ever will be. (I have faith, despite what others may say)
Secondly, is there anything in any way shape or form keeping me from fielding a CD army for friendly play?
I glanced over the list and I dont see anything overly powerful among the rules for them (except maybe the earthshaker), and it would be fun and challenging to convert them.

Chaos dwarfs do have an official list that you can play in tournaments, here in Canada anyways.
The problem is that they have as much choice for items than a dows of war army, and do suffer from marchblocking as they are not relentless.
Some events will likely keep them legal if GW doesn't.
CD's can be incredibly hardcore. Bucket of magic backed up by two earthshakers and a large number of bolt throwers is a nasty army. If you want some backbone, your heroes have ld10.
Add to the fact that blunderbusses are a nasty anti-infantry unit (and not too bad vs cav), they have the potential to do bad things to an opponent.
There are nastier armies out there, but tournament CD's can be some of the filthiest.
