If you're asking whether they are teh cool and kick ass points and stats wise, then it dosen't matter. Basically, they don't get term squads, but can have them as sergeants, and have slightly cheaper master crafted weapons and bionics. Not as many bells and whistles as say, Iron Warriors or BA. (Cursed be both). If you choose armies based on such shallow things as stats and points costs, you won't have nearly as much fun as if you went with an army because they appealed to you fluffwise or aesthetically. Thats why I am so fond of ork, tyranid and IG players. I know that there are many Necrons, SM and CSM players as well like that. But the majority have an ahem, ulterior motive. You're going to have an army that you're going to be staring at for a while, and painting too, so you gotta like the looks. Fluff might be important too. I chose the SM Ultramarines army because i loved the color scheme and the Space Marines just look soooooo coooolll!!!!! TUrns out, the Ultramarines are well-rounded so I can deal with whatever situation I wanted. Or they can be shooty. For example, I picked the Space Wolves for their play style, look and fluff. And they have cool shoulder pads, i think. Do they?
