From skimming over this it looks to be well thought out, but the map is pretty boring.

What's FOC?
Any other restrictions I.E. No F/W or flyers (assumed)

FOC is Force Organization Chart. I.e. the chart which tells you how many of each type of unit (divided by Troop, Heavy Support, Elite, etc.) you can or must have.
The point was not to allow flyers or forgeworld stuff, but whatever. That's the sort of rule that should be negotiable. None of us around here really have flyers or forge world stuff, so it doesn't matter. If people in your area had that sort of stuff and really wanted to use it, you might consider allowing it.
Also, this project has really fallen by the wayside. I was working on it with another guy, it's not finished, and I don't think that either of us have really given it much thought in the last month or so. The idea was for most territories to have special bonuses for their controllers as well as differing requisition values.
We were tossing around the idea of having different types of paths between the territories, which would affect movement or something, but we never came up with really good rules for that.

Well personally, I think that campaigns should be sort of simple. I think you had it right with only one or two means of connecting territories.
And in the end, maybe it's good that you took/are taking a break from the campaign. Even if you didn't want to, if you ever return to it, you'll be able to look at it with fresh eyes, and may be able to improve upon its weak points or parts of it that sounded good before, but now they're not so good-sounding.
