I occasionally use a list that takes one steam tank, but for cav I take 13 Inner Circle Knights, Ludwig Schwarzhelm and Kurt Helborg. Although nearly 1000pts on its own I then try to fill the rest with cheap stuff like crossbowmen.
I know thats not a strictly total cavalry list, but other that that you do seem to end up with rather a lot of naff small units that flitter away; eg outriders, fun for shooting with but can't take a sneeze from a snotling, same with plain knights, fun to an extent of them being nailed first turn by anyone with law of metal.
In short a partially cav army with guns works well, but a full cav list will never field enough to keep it going all the way to the win button.

Why would you ever take anything like this? One cheap 90pt unit of fastcav can keep your 1000pt unit from doing anything but getting charged in the flank or rear the entire game.
Basically, the empire's cav are best used in a supportive role. This is why most people take them in cheap, 5-man with musician units. They can redirect charges, charge flanks, harass the enemy and don't lose you the game. Occasionally, a unit might take 5 with warbanner and warpriest, to hit harder.
Inner circle are good, but they eat up a special slot which we really can't spare.
If you really want to play a cav army, play brettonian.

I have been playing a 2k pt mostly cav list that has been very effective, but you need to have pretty solid tactics--especially being proficient in baiting and fleeing to set up nasty charges. The only unmounted units I have are a block of 25 swordsmen and a cannon (and I guess giant counts as unounted). You can look in the army lists section for the complete list and critique. But here is a basic summary:
archlector on horse with holy relic, vhs, icon of magnus.
captain on pegasus with doomfire ring
lvl2 wizard with rd of power
25 swordsmen, sb, music
5 knights, music
5 knights music
6 inner circle knights. full command, war banner (lector goes here)
5 pistoliers, music, outrider with repeater pistol
5 pistoliers, music, outrider with repeater pistol
cannon
steam tank
giant
It has been extremely effective, so it would be a good basic model to try your hand at a mobile, agressive empire list with. I would shy away from ranked units of knights, they are too expensive. And ALWAYS be willing to flee if it is to your advantage, even with your inner circle + lector.
