Technically, Rick Priestley is the go-to guy for "universe consistency", i.e. he checks what is written by the studio, designed by the arts departments, written by BL, etc to make sure it remains within consistent universes.

Beside that, it really depends what kind of creativity you're talking about:
Illustration/art
Book design
Miniature design
rules writing
fluff writing.
