Well I would say no since there is a new codex out and I'm pretty sure those rules you're talking about were from before the previous codex.

Only in friendly games I would allow it... In tournaments or more important games I don't think I wouldn't let you go with the WD rules...

I'd allow it even under the current rules, but just because i feel that the IH are a sad and forgotten chapter in need of a little lovin'.

I think the new codex would represent them pretty well.

Master of the Forge and Captain or Chaplain for HQ
Techmarine and servitors, Dreadnoughts for Elites
Tactical Squads for Troops
Assault marines or Bikes for fast attack?
Thunderfire and Dreadnoughts for Heavy.

Plenty of Machine Cult stuff, Lots of Dreadnoughts.
Can't remember if they have many Terminators.

Id say you can represent them quite well using the codex without having to use a really old ruleset.

Hmmmmm, well the really question why shoot you’re the foot?
I haven’t read the new space marine codex yet so I don’t know for sure but
the new rules seem a lot better than some shoddy W.D list. Now if I could have
a new codex for the LatD then I cast aside my tatty copy of the EoT codex.
But that won’t happen anytime soon.
But to answer your question yes I would if let me use my LatD list.

They have made a LotD section in the new codex whether its to peoples liking or not that is the new rules for them.

LatD = Lost and the Damned.

LotD = Legion of the Damned.

The new SM codex allows you to make a good IW themed army without the IA article, the only thing you miss is having a single dread as an HQ choice.
