Steam-punk army

So after seeing Mousemuffins' steam-punk necrons on wargamerau.com I have become obsessed with the idea of creating a steam-punk 40k army. However since I don't want to directly rip mousemuffins' idea off, and I already play necrons; what army will lend themselves well to a steam-punk theme. Now mind you that the models and fluff will not be based off the army, only the rules for gameplay will be. Thanks to all ideas in advanced.
