im new to fantasy but i have been playing 40k for years
Heroes:
Master additional hand weapon, sea dragon cloak, hvy armour, rink of hotek
sorceress lv2
Core:
20 Black arc corsairs full command
20 Spearmen shields full command
10 repeater bolt throwers
10 repeater bolt throwers
Special:
5 Shades additional hand weapons
5 shades additional hand weapons
any help would be nice and appreciated

You need something that can hit hard. Your S3 across the board is going to bounce off of the T4 armies. I would consider getting some cold ones or a hydra in the list.
Corsairs are pretty expensive to try and get full ranks with, they do better as small units supporting a charge.

Does the master go in a unit? Give him armour of darkness, deathpiercer (or perhaps just the ring of darkness) and plop him on a cold one. then include a unit of cold one knights in your army. (tota of perhaps 300 points for the entire unit. Keep the scorceress, she's grand.
As a grammatical point, they're 'repeater crossbowmen'. Repeater bolt throwers are High Elf artillery. Also, for 1000 points, this is way too much. Perhaps if you tell us whom you expect to fight? But basically, think about scaling don to 10-15 Spears and Corsairs and cutting one repeater unit. Or both. If you have 2 units of Shades, that might just cut it for shooting in a 1k match. I'd think about possibly taking Dark Riders with crossbows instead.
So, I might take some Dark riders with Crossbows for 110 points or so, and a unitof 12 corsairs, and 15 spearmen. Or two units of corsairs (240 ).
I'd take a unit of shades (and the aforementioned cold ones). I'd also include some Black Guard (who are just awesome) or even a hydra to pack a really strong punch. All that is about 1000 points.

Well one wizard even at this level is going to do very little. Better off taking more, or none. If you are needing magic defense, your master can hold a seal of ghrond (or ring of hotek, but that item is a bit over rated)
Your master doesn't need volume of attacks. DE units do that just fine. You need high S, so give him a great weapon instead.
Here is a much better list, with the suggestions I have given above:
Master: general, seal of ghrond, blood armor, sea dragons cloak, shield, great weapon ~135
19 Warriors: banner, shields ~ 139
12 corsairs: no command, extra hand weapon ~ 120
10 RxB warriors ~ 100
10 RxB warriors ~ 100
5 cold one knights ~ 135
14 black guard: champ, banner, banner of hag graef, crimson death ~ 270
Master goes with the warriors.
Black guard are 7 wide to maximize attacks. They are your main anvil unit. Since they have the S6 master, they also can act like a hammer. (3 attacks at S6 means he is as good as most heroes, though he isn't durable, he has ASF)
RxB warriors probably should be bolt throwers, but either choice is fine.
Corsairs are a flanking unit, they combo charge with one of the rank units. Same thing goes with the CoKs. Neither the Corsairs or the CoKs have any command, they are flanking units. They either combo charge or flank charge. As a result, they don't need to have any static res, since you get it with the other units, or negate the opponents.
Volume of attack: RxB warriors, corsairs and black guard.
High S attacks: CoKs, master in the warriors, and the black guard champion
