I would like to suggest that some army lists be stickied. Perhaps one for each army to be specific.
There are a lot of people who are looking for essentially the same thing which is a bit of guidance about what's good and what's not in any given army.
While there is a heap of variety and no one army list could ever qualify as the definitive 'best' I think that posting a 'solid example' would be a good thing.
It would promote conversation and focus comments on a single list rather than opinion being ever diluted across many individual threads, often over the same issues. Users can post ideas or suggestions and have these debated and set aside or adopted into the stickied list. I think this would be a unifiying experience for the users within each army's supporters.
It would also mean that users who are new to an army would have a starting point for developing their own army lists.
With regard to points and keeping things simple I would suggest that the stickied list be one at the most universal of points levels. For example 1500 for 40k and 2000 for Warhammer Fantasy Battle.
I think this would enhance the usability of the army lists areas too.

The trouble is you'll have massive disagreements over it - just look at the powerfist thread, which has 2 people arguing again everyone else over one single point of the army.
Nice idea though, I'm happy to help out anyway I can.
I was actually thinking of writing my own SM tactica with the basics of army selection, which might be a better idea if it's run as a concensus.

What may be more useful is if you could find someone to do something like this:

for each army, and have that stickied. It may be difficult to find one person able to give broad yet useful and accurate advice for each army, but any advice that is given needs to be unbiased, basically setting up players to go in whatever direction they feel like, rather than saying "this unit is awesome, cram your list with them to win" etc.

Another good thread to check out is the High Elf tactica that Vase set up. Basically, it's a single stickied thread with a list of articles that he would like written for the tactica, and then links to the actual articles within a different tactica thread. There have been very detailed tacticas, for instance, I wrote an entire tactica just on using a single regiment, and a whole tactica on how to play with a cavalry army. There are also tacticas which have been written for dealing with specific opponents, with specific unit suggestions, and also general army composition suggestions.
Giving a standard list would really be problematic, because there are several different ways that people would like to play. The reason that you see so many similar army lists is that we as a community have boiled each book down to it's most effective components. However, it's better to post the argument and reasoning for taking a specific wargear combo, than just posting the combo. That way, if someone finds a flaw or wants to alter that particular kit, they have the basis of where it came from.

As the proponent of the idea I think it is fair that I agree with you all so far.
I do not think that an ideal list exists, but then that's part of the idea. Centralised discussion about the pros and cons of different options will help people to decide. Also only being able to have one type of list is suffciently interesting a problem that it will promote discussion.
The tactica and other articles are all well and good, as are the basics of xx army articles, but to see an actual list which represents the best solid list that the forum can come up with cooperatively is whole other thing.
I think I am suggesting an additional item rather than an expansion of something else.
I imagine a solid list in the army list section, composed of different entries submitted and discussed by forum members, which is overseen by the mods. The discussion about the list would help noobs to work out how their army tics and the discussion would also help people to identify with the mechanic that drives their army.
So for Phoenix that would mean putting his guide in to practice in the form of a viable army list. This can then be set out in a stickied thread and members invited to comment on it. People can suggest changes to individual units equipment or perhaps straight swaps. It's not meant to be exhaustive, just an effective method of bringing people's ideas about army list building together in a contributive manner rather than the individual efforts that go on at the moment.
People will still be able to post their own lists of course, but to have a central list for discussion would, to my mind, help fuel people's ideas and the discussion in those areas of the forum.

Something I have always wanted to see are stickied 'Best of [Race Name] Army Lists'. This one topic would have a handful of varied basic army lists for the race as pooled by the community. You could set up a topic where people post their favourite army lists and then have a vote on it or something. I could see the lists in four vague categories: Assault, Mechanised, Gunline, Mixed.
It would just be a topic to provide a brief overview to the army list archetypes that faction has. Something that would allow new players or veterans looking to buy new armies a quick and easy way to look up what large numbers of players regularly run with. Standard template lists to build on.
I think it's a good idea.

why not sticky the tactical overview for each codex? instead of leaving them in the tactica section. alone
