Check what's on ebay, if nothing turns up then i'd wait a bit and keep checking. Look specifically for CoD stuff as terrain is often the first thing people sell when the rent needs payed. Besides CoD terrain is as expensive as hell new.

Don't stop believin'!
You can get there with your own terrain you just have to take a bit more effort and think it through right dude... The more effort put in the more you'll get out.

Just start with the core basics and then take it one step at a time, making a good citytable takes time, skill and dedication, even for those of us that know how to make it work it took trial and error at first.
Eventually you will learn in time and by making mistakes you are getting further up the ladder.
Don't be discouraged when starting by people telling you it sucks or it could have been so much better, use constructieve critism to get a better understanding on were the flaw is and then work on how to remedie it.
Don't be afraid to ask for help or tips when your stuck, make as much use of the experience of others if you have the chance.
And the most important do it because you want to, don't make scenery when your not in the mood.

Im in the US so I don't know about european stores but pretty much any hardware store sells the pink insulation boards. Buy one of them (they are like 8ft long) and use it to make a board or maybe some ruined buildings. Don't be upset if they dont turn out well, my first buildings turned out horribly. Also I remember the ones you got negative feedback on, you didn't paint. If you paint them they will look ten times better. Also if you can't find CoD buildings don't buy them through GW they are horribly expensive...

I'd go with foam core boards before I go buying expensive GW products. In australia I found a3 sheets for a few bucks which could make a decent sized ruin building in about 5 minutes...
I never know how to start either but the best thing is to look at some great inspirations first and take bits and pieces.

It depends on how you want to do your table, but I suggest anything that might be semi-modular, and also, decide what level city you'd like to run.
A city itself doesn't have to be modular, unless you want to be able to take it apart at street-level and reorganize it. I helped a friend build a pretty detailed city. We had the idea of building curbs and walkways directly onto the board. We decided to mount each of the buildings onto squares of 8x8 chipboard. Inside the walkways we left open squares that were fitted to these dimension, so:
8x8
16x16
16x8
16x24 etc.
We then just dropped the buildings (modular) into the openings on the table. Building a lower-level city is nice too. It gives you lots of open space on the ends if you're careful about it, where you can put defenses, or run pipes and gantries to connect your city to the planet.
He has since worked on ways to cut out large 2x2 sections of his board, so that he can make even more. The city-center is still the key point of his board, but he can now replace sections of the open ground to add more buildings. He's also built buildings which fit on different dimensions of chipboard, so that he can make larger buildings. He claims to have a landing-pad and hangar that takes up an entire 16x16 square now. He's also built or is in the process of building 4x4 sections, and open alleyways and the likes, to help to spread out his buildings and add even more variety. He also claims that he's trying to alter our center city, so that he can have the option of removing a road surface and replacing 'main street' with a water feature and some bridges.
Maybe I'll try to get in touch with him and see if he can send me some pics of the city.
