Chaos Dwarves are, as the name suggests, malevolent dwarves. They have tall hats and cool Assyrian-style beards, and they live in a nasty wasteland to the North East of the old world. They're big on slavery and ritual saccrifice.. oh, and bulls.
Their armies are a little like regular dwarves, but they use hobgoblin slaves as well.
Don't know too much beyond that.

Do you know if they are available in GW stores, or do you have to order them, or just convert them?

Order/convert/proxy. They don't have their own army book, but the Ravening Hordes list is still legal.
Chaos Dwarves are the descendants of a long-lost Dwarven outpost. In the cruel place where they live, they turned to the worship of the dark god Hashut, abandoned the ways of the Hold Dwarves and enslaved quite a few greenskins. Some of the Dwarves turned into centaurs - but not man-horse. They tuned into dwarf-bulls.
Gameplay-wise the Chaos Dwarves consist of three elements:
Dwarves: Your usual Dwarf, though may not march within 8" of enemies. Can have Blunderbusses, which are quite odd and devastating short-ranged weapons. Chaos Dwarves, unlike their Hold Dwarf kin, can cast spells. If I remember correct, their Sorcerers have the Lores of Fire, Death, Shadow and Metal to choose from.
Dwarven War Machines: Death Rocket, Earthshaker Cannon
Greenskins: Orcs, goblins and hobgoblins. Orcs, Black Orcs (yes, you heard me. Black Orcs) and Gobbos as per Orcs and Goblins Army Book. Hobbos have their own unique units, like the Sneaky Gits (dirt-cheap hobbos with two poisoned hand weapons and a nasty special rule)
Greenskin War Machines: Hobgoblin Bolt Thrower
Bull Centaurs: Tough heavy cav-like killing machines. In combat can choose either
Heavy Armour+Hand Weapon+Shield for a 3+ save or Heavy Armour+ Great Axe for a 5+ save and better hitting power. The choice is yours.
Hope that helps ^_^

Chaos Dwarfs have not been truely named as an army for 6th ed, they were in Ravening Hordes they don't feature in any other list. They have not had an updated list (usually a sign of a AB on the way), nor have they had any new models - except the three from the hell cannon.
And Gav T has stated many times that there's no plan for a army of them anytime soon (well he said something like this centuery)

Dwarf-crewed: Death Rocket and the Earthshaker Cannon.
Both are Stone Thrower variants, and the Earthshaker is one of the most feared war machines in the game (due to it's ability to cut movement in half in a 2d6" radius from the center of the blast)
Greenskin-crewed: Hobgoblin Bolt Thrower. Nothing special: One standard Bolt Thrower crewed by two Hobbos. 2 per one special choice, cheap as dirt.
And here's the list:

For the non fluff parts:
The only way to order anything is by specialty mail order, which is all expensive metal single-posers. There are not minatures for most of the units available currently. So, if you make a Chaos Dwarf army, it's going to be a ton of converting, or a lot of money for relatively lame models.
Since it is a Ravening Horde list (from the start of 1 full edition ago, so like 1.5 cycles back), it lacks majorly on magic items.
If you start a Chaos Dwarf army, you better be dedicated.

He could buy dwarf models and convert the hell out of them and paint them like orange and purple or whatever they wear.

Hmmm standard dwarf models converted wouldnt look too good in my opinion, not if your going for the flat-top look of their most recent version...The Chaos Dwarves have gone through loads of different guises since WHFB started up, originally they looked a bit like standard dwarves but with chaos-type armour and you could get bazookas and all sorts for them (im talking years ago now) then a few years back White Dwarf produced an army book which relaunched the CD with this near-eastern flavour, including bull centaurs straight from the Assyrian and Babylonian exhibits of the British Museum- seemed a good army although their old spell deck under the old magic system seemed far too destructive! Probably your best bet is to try and hunt them down on e-bay etc but you wont get them cheap anywhere!

GW will do another army list for Chaos Dwarfs when they run out of ideas...
Also, does anyone remember the very, very old chaos Dwarfs? They were like short, spiky chaos warriors! Very cool, much better than those ridiculous, stupid looking ones will hats as big as they were...
