It could be used for various whining and complaining on the hobby most of us love. Things like "Price increase again!" , "Death to rending" and "Hate the new things" could be posted there instead of having them all over the place... I think the plan would backfire, in all honesty. Give people a place dedicated to such topics, and more and more will come out of it. Myself, I have no problem with moaning as long as it's constructive and sued sparigly.
