Is there any way to find the rules for Kill Team besides White Dwarf? (a website would be ideal). If not, which issue is the rules in?
The "rules" for Kill Team are in the 40k Hardback rules book (or BGB (Big Grey Book) as it is often known).
I don't believe you can get hold of them anywhere else, but may well be wrong.

As -t said, the Kill Team rules are in the hardback version of the 40k rulebook. I'm guessing you have the Macragge set rulebook? I haven't ever heard of them being in White Dwarf (not saying they aren't, though) and so far as I am aware, GW hasn't posted them on their website.
Just as a minor warning though - unless it is a GW-sanctioned website (such as the GW website or Forgeworld), then nobody is to post links to rules, as it is copyright infringement and breaks forum rules.
A good chunk of the kill team stuff is on GWs websites. You may have to hit several different countries (ie GW uk, GW aus, GW usa) but they have a bulk of the stuff online.
But as said, the core rules themselves are indeed in the bgb, but not in the bfm.

I do indeed have the battle for Macragge rulebook, but the hardcover is my next purchase. I was under the impression that the extra material in the hardcover wasn't deserving of my time, but now I can see that there are some pretty cool extras. Btw, does it include any missions beyond the basic six included in the Battle For Macragge booklet?
Yeh it has rules for making your own campaigns and exp for your men special missions i was in the same boat i brought the marcragge but later a mate brought the hard cover and saved my wallet LOL

I will say the BGB has a LOT of good fluff in it. If you are still new to the game and need a crash course on where everyone comes from and what their basic motives for war are, the BGB is a fine read. It also talks a lot about different parts of the imperium, from the God-Emperor cult that became the Ecclesiarchy to the Adeptus Mechanicus to the SoB. There is a lot of great artwork in it as well, along with some good beginner's guides to painting, making scenery, etc.
So do you NEED it? No, but if you can spare the cash, it's a good idea.

QSD, thank you for the link. However, the people here were talking about Kill-Team mission rules, not Deathwatch Kill-Teams.
Neither GW UK or GW US list anything on their Gaming pages (the most likely section), GW UK site search returns "Request Denied" (which is odd because usually it just says sorry, not found) and I couldn't find any sort of search function on GW US. Another odd thing is that the WD Archive search on the UK site doesn't return any hits for Kill-Teams except addenda articles like Kill-Team Nemesis and Tyranid Kill-Teams.
Thus it seems the only legal way of getting those rules are to buy the BGB... Might be that one would be able to piece together some sort of a coherent whole from various bits gathered from the various KT articles from the different GW sites as Tarzen suggested, but that of course requires at least a basic grasp of all the languages involved and could prove rather work-intensive. ^_^;
I'd probably suggest that if you don't want to fork out for the BGB, get together with your gaming group if you have one and purchase the BGB together? That way everyone could familiarize themselves with the various stuff not in the Macragge book, without it becoming overtly expensive for any single player.
EDIT: I went through some old posts of mine, as I recalled I had done some digging before... And I found the link to GW online rules for Kill-Teams. However, the link was blocked by a firewall on GWs end, so "Request Denied" + "Firewall Block" = GW has purposefully restricted access to the online KT rules.
