for example, matt verzani's ostland warband has a huge neon green patch that looks out of place, and on his black templar champion model there is a purple patch that looks like it is either radiant purple light or another similar incident. do you think people are going around at these awards and pulling out spray paint to ruin people's entries?

Clearly not, you're just paranoid :P
A spray paint can is more likely to entirely cover one side of a model, than leave one tiny little spec of paint. I doubt it was sabotage, more than likely the problem occured during the film developing process.

Proparbly just some fault with the cameras.
I doubt anyone would be able to sabotage any models just like that... it isn't like the implest thing to to with much people around.
