I am just starting to play Fantasy myself. I checked out the monthly meetup and saw a wide range of games, including 40K. I believe many have decent English skills but am not completely sure as I can speak decent Chinese and, so, spoke Chinese with them.
I spoke with Spaint from the thread there; I know he and a few guys play here in Taipei with their own setup.
