I know BoC got smacked pretty hard coming from 6ed to 7ed but i just started playing in 7ed so i don't no whats changed going to this edition.
What specifically was the downfall of Beasts of Chaos?
A few little things that add up. I'd say the 2 most stand out problems that have come around for BoC are 1. Gors/ungors rank up 4 wide on a minimum, 2. magic items.
Number 1 sucks because if you get a sweet flank charge on say some knights or a monster or some such that you will not rank up more than 4 across no rank bonus for you from that unit.
Number 2 wasn't a problem until the introduction of the new DoC and WoC, because we can not use magic items from the old Hordes of Chaos book.
All in all those are my 2 big complaints. If you're playing friendly games you might be able to talk the people you play with to let you rank up 5 across because the original intent of the rule was to always allow for ranks. For the magic items you could use the same argument to use the old HoC book for the magic items because that was the original intent.
Last option is to wait for the new book :-(
Skirmishers were also not blocked by enemies in 8" in 6th edition and now they are.
If you rank 4 wide on a minimum, can't you rank up more than 4 wide and claim your 2 rank bonuses?
I'm still confused. So does that mean u need 4 ranks deep, or at least 4 wide. I don't see a problem with needing 4 wide, since you would do at least 5 wide to claim rank bonuses.

Ouch, so gors/ungors can only be in ranks of 4, that hurts.
Not quite, if you are in combat with a unit that you can rank up more than 4 wide against then you can go 5+ wide as normal.
