Theres no official release date. There arn't even any (un)official rummors floating around as to a date. The new scaven book is coming out in november, so hopefully after it is out Gamesworkshop can focus more on our beasts and get it out the door soon.
There are strong rumours that its coming out soon from rumours in the recent WD.

I'll give you one spot of advice that I should have considered when choosing my first ever army. I was originally super drawn to beasts of chaos as well. I did waaay too much forum and rumour reading and asking too much advice. I decided against them because they sounded underpowered and I didn't want to risk getting frustrated with my first ever wargame hobby thing.
I was an idiot. While I am happy with the warriors of chaos, I still want me some beasts. I am also no where near being finished a decent sized (above 750 points) army of warriors and its been nearly a year. Had I gone with beasts, by the time I had say, a thousand points or more I may have seen a new book come out.
I decided that I also really liked ogres, and went an impulse bought a few battalions. I know they are also considered under powered, but I am using this philosophy towards them now. By the time I've gotten a chunk of them painted/converted decently, they may have a book down the pipe. As of late the beasts are coming back into my head, and I may start forming a little herd before going to ogres. May try for 1k of warriors and then 500 of beasts.
We'll likely take a beating now, but any practice of getting your butt kicked should maybe weather you for the worst until the beasts book comes out again and dominates the entire game rawr! (maybe?)
My other advice is to stick to what you want to do and avoid listening to too many forums. I did and was later kicking myself for it half the time, while the other half I'm happy with warriors.

Chris is right. Try five hundred points of something from the Beasts book as a start, and if you don't like it you can always turn to something else without huge expense. The classic Ungors (the small spindly metal ones) are very cheap on Ebay-cheaper than the plastic sprue ones in some places. Also, you may not have seen the books but you can mix and match several "monster" choices from the Warriors and Beasts books like Shaggoths and Ogres. It may be worth your while buying both and seeing what you can take from both books in order to make two or more small lists.
Finally, don't always follow the key army book method. "Ambush" isn't always a good idea. Skirmishing five Gors to get ten W3 Ogres closer to the enemy is always good.

Well first of all, Fantasy does not have codex, they have army books. But anyways, I don't play Beast of Chaos, but they are always fun to play against. In the right hands they can be very deadly.
As Tbecket said theres nothing planned right know HOWEVER there a strong rumours of a new main book in summer 2010 which may swing things balance wise, but with the suposed release of new tryanids and orcs and goblins early next year i doubt our book will be outdated anytime soon....

I seem to recall hearing that the BoC army book would be coming out after the Tyrannid codex, so march/april sometime. i'll see if I can find the source

Instead of spending money on BoC models, try proxying first. Use your WoC models to proxy. If you like how the BoC play then buy 500pts worth. I mean, come on. What if you spend that money and decide you dont like them at all. then you're left with the BoC book and 500pts worth of models you're never going to use. At least this way you're just left with a book.
