I love the idea of a beast banner - but my general is the only one who can carry that many points, and he can't be the BSB, is there a way I can get it into battle? Can one of my wargors be a BSB (any point limit it says) and go with the bestigors? Can they have 2 banners then? (bestigors can have up to 50pts of banner themselves)
does that mean that there is the cost for the beast banner and the bsb right? no other magic items, no shield for that wargor, etc.

Your best bet is to take a Wargor as a Battle standard bears, then take the Banner as you realized. You can stick the battle standard bearer in any unit, and can even place him in your bestigors if you want. This would grant them the benifits of the BSB per the rules regarding combat resolution, and the effects of whatever banner you chose. The bestigors can also take a magic banner per their usual restrictions. This combination can make some pretty nasty bestigors.
The cost would be
Wargor + BSB + Banner
You can take the heavy armor, but no other options/no shield
I've had the fun of facing Khornigors who took the banner that gives them poisened attacks, and then the BSB took the banner that gave them the ward save. Expensive, but man they were tough to beat.
