Although without actually seeing the video or the models I can tell you what I know although it is very amatuer. One way is to attach LEDs to the area, if the model is large enough you can make this look very impressive indeed. I think the LEDs are too bright for the model but it does look quite cool. To do with paint is tricky but just takes time and practice I think. Firstly the light source is the object so the centre of that should be almost white. the rest is carefully applying washes of the lights colour to the right surfaces in the right intensity. Unfortunately this is the best I have, to see how my attempts have turned out look in my painting thread in my link at the Emperors champions eyes and on the Ultramarin missile launcher.
