Is This the Goat Head I Ordered?

So I consider myself to be a reasonably smart guy. I can resolve most logic puzzles (except the hard ones involving actual logic), and very few things make me scratch my head for long before I get a solid "a-ha" moment. Sometimes it's because I'm just cool, and sometimes it's because I know where to find the answer. Either way, we got a package of something work this week (transistors or silicon wafers or something), and the box had a label that just confuses and amuses me. I'm taking guesses as to what the purpose of this label is. Any takers?

1. 	That is a puzzle and no mistake. After half an hour of trawling through google searches for any and all of the phrases printed on that box, I'm still chuckling quietly to myself. GS
