I think the only armies with fewer special characters than the Brets are the Lizards and Ogres. The Brets have three, but the Empire has nineteen when you add in the Kislev and Middleland. Considering Bretonia is supposed to be so noble and knightly it would stand to reason with so many knights they would have numerous special characters.
With so few, what was GW's reasoning behind getting rid of Bertrand, Hugo, Gui, Respance, Tristan and Jules? Characters add flavor and at present the Special characters for the Brets are a bit pricey. If you had a 3000 point army with all three, they would take over half your points.
I don't know, I really liked the Merry Men, Joan of Arc, Troubadour, jester characters. Granted the Green Knight is very cool. But who actually wants to take Louen when he costs as much as thirty Knights of the Realm or 140 Men at Arms?
The Green Knight has to be one of (if not the) best characters in the game. Sure it would be good to maybe have 1 more...since everyone else has about 3 in their armybook, but Brets have the Green Knight! So stop complaining!

I disagree that the Green Knight is one of the "best" special characters in the game. He is one of the most unique, and he has a very cool model. But he by NO stretch of the imagination is a game winner.
First of all, he takes up a Lord slot and cannot be the General, so you are left with a Paladin (at best) leading your army unless you're taking 3000 points. Secondly, his attacks are pretty much random, meaning that you aren't going to be reliably taking on enemy characters with him.
He's very "cool." But there are PLENTY of other special characters out there who are better.
As for Morgiana, IMHO they toned her down too much. The Spiteful Glance was SOOOO cool in 5th edition. And yet now it's been reduced to a S6 hit. Woopiedoo. The fact that she gets a boost to LIFE magic when I'd MUCH rather takes Heavens (or any other lore for that matter) is pretty much a slap in the face. I might consider taking her in a 3000 point game, but then again, a Wizard Lord with Heavens magic would be nearly as good.
Louen - Hated him in 5th edition, hate him even more in 6th. He is, IMHO a gigantic waste of points. He costs over 700 points and yet he can't DO anything. Sure, he's hard as hell to kill, but who cares? Just ignore him!
I completely agree that Bretonnia used to have some VERY cool special characters. I also completely agree that it is a damn shame that they haven't brought them back. There was one character who appeared in a White Dwarf (or perhaps a compendium) for a special scenario, but I'm almost positive he couldn't be used in "offical" games, unlike the hundreds of other special characters they've introduced. And he wasn't even that good!
It's pretty obvious to me that the GW developers love to play favorites, and Bretonnia is NOT one of their favorite armies. IMHO, this is doubly bad because Bretonnia's available magic items are so "lopsided" that you typically see the same 3 or 4 magic item/virtue combinations in EVERY army. At least add some special characters who have some unique abilities (no more freaking rerolls!). I'd also like to see some "commoner" special characters (like Bertrand). Give players a REASON to bring peasants.

agreed but in the end the bretonnian list dosn't need the extra punch of a special character all the ones that are in their are way too overpriced and under powered i would liike to see some crappy novelty characters like a peasent lord or somthing to that effect

The trend towards seemingly-overpowered Lord characters afflicts all the armies, not just Bretonnians.
Remember champion-level and quirky special characters? It seems inane that they'd get rid of them, considering the overpowered characters were the justification for making a new edition.

I don't know about people not buying cheaper heros. I used to see the Bertrand, Raspance(?) and Tristan models quite often and they were all blister models for like $15. I saw them a lot more than Louen and as much as Fay and Green Knight.
Even now I see the models for Bertrand used as Villien, Raspance as Battle Standard and Tristram as a musician.
Even with them gone and fewer choices most players I see still go with the cheaper Bretonnian Lords and Damsels over Louen and Fay.
I think the visual looks of the model effect whether people buy it far more than whenther it is 100 points or 800 as far as special characters go.. Take Eltharion for example, sweet model, tons of people buy it and convert it to something else. Though, he is one of the few great characters in the game, fairly cheap and good to use.
I suppose it does sort of make sense to have a few more Bretonnian characters, as there are lots of heroes. I think a few more dukes with there own rules from the front of the book would be ok, I guess we sort of have customizable special characters though. Take virtues to represent the dukes, then give them whatever weapons you like.
Louen is worth the points if you use him right. I played with him once and he killed his points value in three rounds of combat and broke most of the opposing army. He is worth all the points but only in massive games.
I still think Karl Franz is better than the Lionheart. but I digress....
Bretonnia will get better characters with the next update. Until then, they are at the mercy of the likes of Tyrion, Malekith and Archaon.
