I had just about finished my Fallen Angels themed army using Alpha Legion rules and tons of cultsits. Reading the new chaos codex kind of ticked me off and discouraged me from wanting to finish it off thinking it was a now not a concevable army.
But I decided to figure out how to make it work with the models I had for my FA. I'm only adding in a 5 man unit of chosen, of which I'm making from the new DA Veterans box set. Because the dread is now an elite, along with Cypher, I droped him and just using the model as a Lord. Still fits fluff wise, and saves the hassle of worrying about using special characters. My original HQ I turned into a sorcerer.
So here is the list I came up with the my models, and I think it's fairly useful and fun to play, and I got it to come out to exactly 1750, so now I'm happy.

First off, you're lacking tank busting weaponry, and second, how do you plan on getting your troops into c.c? You need rhinos.
Chosen: These guys are very slow and will undoubtedly get mowed down well before they reach c.c.. This undermines the inclusion of so many power weapons, which are also extremely costly. I'd suggest making them into plasma guns, which are an excellent use for chosen.
Also, your model count is low for 1750.

Heres my tips.
Keep the troops units at 10. Then configure the squads and ACs weaponry towards one mission, whether it be big range fire support, close range fire support, close combat, tank busting, etc. After youve decided what role the squads having you uy a rhino or not.
Infiltrate the Chosen for fire support. Or buy a rhino for them if you want them in CC. Adding an Icon is ood but expensive, and dont count on them to survive. At best you disrupt your opponents plan and MAYBE they get their points back if you can target some termies or Land Raider.
Your HQ need to be armoured or mobile. You cant have him footslogging. Give him a steed, wings, termie-armour or equip him for CC and place him inside your Chosen rhino.
If I remember the fluff correctly the Fallen sold their souls to Slaanesh. That is excellent for a c.c. orientated army, as they have high Initiative and as the Icon is cheap you can afford more men.

I'm pretty up to snuff on the fallen fluff and I have never heard this. You may be thinking of Dark Eldar here though if Teno sees this comment he will likely explode. A lot of people think that DE serve slaanesh when in actuality they dislike slaanesh just as much as normal eldar.If I remember the fluff correctly the Fallen sold their souls to Slaanesh. Just as a general comment on the fluff, the Fallen are Dark Angels who turned to Chaos Undivided at the end of the Horus Heresy. The Dark Angels are terrified of anyone ever finding out about this and so they go to great lengths to keep it a secret. Some of the Fallen became true Chaos Space Marines while some have repented and now try to live out their lives as normal people. If they are captured, the Dark Angels will take them back to their Fortress Monastery where they try to extract a confession out of them, through torture if necessary.
