I still have a half painted AL legion army, with a bunch of converted and completed cultists. I'm trying to figure out a way to resurrect these guys and I think maybe just play them as AL, that is plain old marines with marks of glory, pure infantry list. I got done reading the Chaos tactica on the front page, thanks BTW, and it inspired me. Since my original army here was all infantry anyway, I decided to keep it that way, and just expand on the models I have already. I think I would just need 2 boxes of CSM to complete this list, so not to bad.
Let me know what you think of this list as a farely competative list? Anything blatantly bad for the codex? I haven't played many games yet with it.

Flamers on foot are usually not a very good idea due to the range limitations.
The lascannon on the chosen squad is a little out of place, and really expensive. I would get rid of it altogether.
I'd give the lord wings or some kind of locomotion so that he can travel to where he is needed most.
You will struggle with AV14 vehicles. Maybe change the autocannon havocs to missile launchers, as you already have anti-horde heavy bolters.
I echo H3ytony on all of his points, with some additional ones of my own.
I would bring your squad numbers down to 10 and give each squad a Rhino transport, allowing you to take the fight to the enemy. If you choose to do this, upgrade that power weapon in the first squad to a power fist. I'd also recommend you to switch those plasma guns in the third squad to something else, as they won't allow you to make assaults if you fire them in the same turn.

Edit: Forgot that you wrote that you would like to keep the army all-infantry. Well, I'd still say that Rhinos' would keep you an infantry army, as they're really just an accessory for your troops.
Well I already have a lascannon model done up for this army. Is there a better way to use it maybe, so it doesn't go to waist?
Unfortunately for my havocs, it's the same as the las, I already have these models all done up. You know the old havocs with autocannons and tank hunters combo, that was so usefull. I realize I'm stuck with the S7 autocannons.
I just had a though, what about this? Put a heavy bolter in the chosen squad in place of the las. Move one autocannon from that havoc squad to the heavy bolters squad, and put the lascannon in the unit with three autocannons. I realize that a las is a little out of place in a unit of autocannons, but I figure any armor the AC are shooting at, is going to be good work for the las.
Well, if you are completely tied to using those models then yes, that would be the best course of action. Although the heavy bolter would be hard pressed to fire more than once or twice per game (since plasma guns are fairly mobile devices), it's not as expensive as a lascannon. The lascannon will however, as you said, enhance the anti-tank power of that Havoc squad while the autocannon will provide a little bit different volume of power to the heavy bolter squad.

I would indeed like to keep it all infantry. I don't think having just three rhinos and no tanks is such a good idea, and after reading the chaos codex tactica here on LO, it confirms that. They just blown up first turn and my guys end up in a bad place.
The thought for the chosen is to just infiltrate them, hopefully into cover, and sit and fire. Even at the max infiltrate range of 18" the bolters and plasmaguns have range to fire. The idea being to lay down some serious fire in turn one. I don't plan for that squad to move much, unless it's to get into cover if they started out of it.
What about taking the AL theme even further, and doing two chosen squads. One shooty like the one I have already, and a second one geared for CC, with say 4 LC?
Then the bikes turbo first turn to either set up a pincer or to pack up the chosen, turns 2-3 hopefully the Terminators arrive and drop in with either the bikes or the chosen.
If The chosen, bikes and terminators all land in the same point its generally good game.
