Im just getting into 40k seriously, as i was in it before but it confused me and i sold all of my models, and I decided to go with CSM and run a Nurgle list. I wanted to start small, so i started with 500pts. Well, here is my list. All comments are welcome and wanted.

This comes out to 501pts. and has a model count of 13.
Plague marines are a very tough and expensive army army so you're usually not gonna be able to field a lot of models. My recommendation would be to drop Typhus in exchange for a Lord or Sorcerer, freeing up points for: A. More Plague Marines or B. A few special weapons making your army more versatile.

Your second list here is more the idea with a small Nurgle force. As punkmusic mentioned, it's just too pricey to field all Plague Marines in such a small points list. Once you get to 1250ish, then all PMs for troops isn't as bad an idea. And, though I had to learn this from trying to get him in lower points lists myself, I don't even think about using Typhus until 2000+ armies anymore.
What you have right now isn't bad. I just have a couple suggestions to try and maximize your army's effectiveness.
I would change Rot to Doombolt, and the Melta on your CSM to a Plasma gun.
Here's why. You've already got quite a bit working towards anti-swarm, but you won't really face too many troops in any case at 500 points. The Havok Launcher, and Missles will be more than enough for most things you'll see across the table.
The Melta gun wants to get up close, while the Missle Launcher is best if you can leave that unit stationary as often as possible. A Plasma instead will make the CSM squad a dedicated ranged fire team.
And Doombolt is just cheaper enough to get you the plasma gun. It's not otherwise recommended in standard lists, since DPs have much better (though more expensive) options.

A demon prince is pretty tough on its own, you could take a DP with wings and add MoN if you had the points.
I would give your Plague Marines plasmaguns. Move into cover quickly and the plasma and bolters let you make a mess of anything that gets within 24"
I would give the CSM squad the Rhino with no upgrades and two meltas to get close and take out any vehicles, ICs or elite units. if points are available give them IoCG so they don't run if they take losses.

Yet another options for point saving:
8x chaos marines with glory icon (or 7x for further point reduction)
*1x melta gun
*1x champion with power fist and combi-melta
Note: Most special weapons are only fired once in a game, especially the melta gun. Therefore, having a one-shot wonder weapon like the combi-melta can very much serve the same role. In the above squad, you effectively maintain your 2x special weapon count, but are able to reduce the squad size to 8 (thus saving points)
So how about this:
Daemon Prince: 150
(you don't really need any additional upgrades at the 500 point mark)
Chaos Marine Squad: 200
*7x chaos marines with glory icon
**1x with melta gun
**1x champion with power weapon and combi-melta
Plague Marine Squad: 145
*5x plague marines
**2x with plasma guns
TOTAL POINTS: 495
