So this is a potential list I've put together, runs out to 2000 pts. My main plan of attack would be to use the Noise Marines as a mobile force, with their ability to fire and charge in the same turn, with some limited anti-tank for each squad. Lord and termies would be a deep-striking troubleshooter for non-vehicle problems. Plague Marines would be used to hold objectives or engage vehicles/MC at short range. Dreadnought is additional anti-tank/cc support. Oblits are long range anti-tank.
-Chaos Lord with term. arm, MoS, d. wep and combi-bolter(melta version)– 155
-Terminators x5, all with lightning claws, x1 IoS– 215
-Dreadnought w/plasma cannon and heavy flamer– 120
-Noise Marine x10, w/Rhino, N. Champ., x1 pwr wep., x1 blastmaster, x8 son. blasters, xPersonal Icon (x2) – 700
-Plague Marine Squad x10, w/Rhino, P. Champ., x1 pwr fst, x2 meltaguns, x1 personal Icon (x2) – 660
-Obliterator Cult (x2 members)- 150

I would problably drop either the Rhino or ther blastmaster in your two slenesh units. I imagine them being more of a static objective holding unit whiel your plague marines charge forward in the rhinos.
If you use your Noise marines as a stadic objective holding unit, you could pinch some more points out of them by droping the champ and his weapons.
If you drop the two rhinos and the two champs you coudl problably add a second dred, or a predator

These guys must have 1x PF/CF, otherwise fine

I must admit that Chaos Dreads with decent shooting worry me. If the dice gods don't like you, you'll get two PlasmaC shoots and two HF shots up your arse. 2x DCCW seems a better choice.

Go down to 8s, and absoluelty give these guys Plasmaguns. With their FNP Get's Hot rarely affects the. Meltaguns are too short range for holding objectives.

Fine. Obviously run these seperately.
You are anti-tank light. If you cut your squads down to 8's you'll have enough point to improve this.
Thanks, but I don't think I'd do that, Plague Marines are much harder to push off an objective, and Noise Marines with sonic weapons can move, fire full range, and assault in the same turn, so they are much more versatile.
Thanks for the advice, I like all of it. I end up with 162 pts extra, was thinking either having two more Obliterators and have 12 left over, or a Predator with twin-linked lascannon and lascannon sponsons, which would put me 2 pts. over.
