I'll start of by telling you that this isn't my list. Its a friends list (A cucumber) that I have been playing against and found utterly unplayable. Whenever I play it I use the hardest builds for the army I have chosen and still can't seem to beat it! I thought i'd share it with you all and see what you think.
Its his birthday coming up and I would also (not being a chaos player myself) like to know what would be best to buy him. We rarley play bigger than 2k so if anyone could think of a valid way to add another unit in to the list without making it less competative I would really apreciate it.

I'd like to comment more on this build, but haven't the time at the moment. Two things:
Divide the noise marines up into 6 equal squads. Really, there no reason not to. More tactical 99% of the time.
As far as what the Pickle wants for his B-day, my first thought would be an obliterator, because one is not *too* expensive, and most chaos players could always use another oblit. However, it all depends on what he needs. You know that :p
EDIT: I'm a little confused. So, you're losing constantly to this list, right? What army are you playing? Honestly, this list isn't that competitive, unless it's facing swarms.

Alright, then. I'm not too familiar with 'Nids or Eldar, but I know Chaos like the back of my hand (and I know Orks pretty well, too). So what I'm gunna do is give generic pointers on how to defeat that Chaos list, with some specific examples from the Orks.
First, we have to prioritize the units in that list. Ranging from most dangerous to least those are:
This may seem strange, but your best bet is to charge them! While it's true that Lascannons (and the equivalents) instant kill them, it's doubtful that you'll win a shooting match against 9 Oblits. On the other hand, they only have power fists and a measly 1 attack each! And they're slow, which means they're not going to get away from you!
From an Orky perspective, take some bikerz or stormboyz and just dash on over there. Or even sneakier, use the kommando leader to get behind them and charge with a couple of burnas. Even if you can't outright kill them, you WILL tie them up for most of the game in CC (statistically speaking, you'll probably only lose 1 model to 3 Oblits in a turn this way).
Now that the Oblits are neutralized (either dead or in a CC they have no hope of ending), we have many more options to deal with these pesky buggers. Noise Marines can shoot 24", so a good idea would be to use range against them. Battle Cannon equivalents will do wonderful here. Get as much AP 3 as you can and then lay it to them. Keep in mind that with the Oblits busy, you're free to use as many tanks as you want (did I hear fire prisms?). The noise marines won't have a prayer of touching them. Tanks will also be immune to the Lash silliness.
REGULAR CHAOS MARINES:
This is a strong unit. Plasma, PF, Init 5...hmm. This units major weakness is that one: it isn't fearless and doesn't get to reroll morale, and two: they don't have transport. You could use these two in conjunction to scare them off the table, or alternatively, you could just use another method of taking down normal marines (AP 3, power weapons, massed fire, etc).
So, I hope that helps. Honestly, the list isn't all that strong, you just have to know the major weaknesses of each type of unit. Chaos can be tricky that way.
