Twin linked lascannon
10 Chaos space marines

Rhino with dozer blade
5 plague marines
Plague Champion with power weapon
8 Thousand sons
Aspiring sorcerer with Bolt of change
Twin Linked Bolter
IMO, I would say to drop the Dozer Blade on the rhino and drop the plasma gun on the CSM and go with melta. That way you can move, shoot, and assault with a insta-gib weapon. Also, while khorne is nice, you have a pricey unit that may flee, you can save some points by dropping the MoK for IoCG.
The dread is a gamble, since with the TL-Lascannon it is an extreme threat to all your models too. I would go with a heavy flamer/missle launcher combo.
If you had your heart set on plasma, give it to the plague marines. With 2 saves they are much more resilient when it overheats.
Obbies are very nice, I suggest you keep them.
I will let someone who has more experience with terminators and Vindicators chime in on those two.
Your HQ choice is solid though. Man is a beast in CC, and with warptime is usually going to cause wounds with all attacks.
The day will not save them. And we own the night.

Elites: What would you rather have, a reaper autocannon or 5 combiplasma rappidfiring on your deepstrike turn? Termies spend a lot of time in combat so a reaper may only fire 3 times per game and it is only AP4. I would add an icon. IoCG or IoT would be good.
I don't like the dread at all. An AC/2LC pred has better firepower and frontal armour and is also more emotionally reliable.
Troops: Yes never mix special weapons so 2 meltas are good. I like IoK on CSMs as they are flexible and deadly but it is a risk on morale tests. At least they are Ld10. Drop the PM champ alltogether and get 2 plasma guns for them. Upping the squad to 6 or 7 would be nicce too if you can. These can hold home objectives or advance providing mid range fire support. Thousand sons should take doombolt. Bolt of change is not that good an antitank weapon and you must waste all that fantastic AP3 bolter fire to engage a tank.
Heavy: Good. Drop the bolter from the vindi as it cannot fire it unless the vindi cannon is destroyed. Putting it on the rhino may be ok as it can fire it every turn.
