I really like your list. The only changed I would do is drop the havoc launchers for extra twin-linked bolters. If you want your plasma to be in range the TL bolters will also be in range. With the extra points I would make all the TL bolters on the foward moving rhinos combi-flamers since you are missing a little bit of horde control.
Plague marines are great tarpits but you have nothing to get you out of assaults once your tarpited. Warptime on the demon prince would help. Terminators would help get your units out of combat. The lord is great until you roll a one for your number of attacks then die to a powerfist, I think double princes with wings and warptime would be better then a lord.
Dropping 1 unit of plague marines could get you a decent unit of 5 terminators with 3 combi-meltas and a chainfist, maybe a heavy flamer. If they move behind your rhinos with the prince they get a good cover save and all the shooting that they take is not going to your obliterators.
"Iron Within, Iron Without"
Firstly, ditch the dozer blades. They're useless on Chaos Rhinos, since they only work on 6" moves. If your Rhinos aren't moving 12" the first couple turns to get your PMs in place, you're not using them right. They might have shorter moves after dropping off their cargo, but ... eh. Not important.
Can't say I care for the Lord either. His wings are wasted if he's hanging around his PM squad to help them (which he's most likely to do since you don't have any Champs), and going off on his own isn't a great idea. He can't handle much in melee solo. For a Nurgle Lord, a simple Termie Armor set-up is a lot better. Placed together with a small Termie squad at least gives him some melee back-up.
The number of troop squads you have is interesting. It might work alright within rapid fire range, but any melee swarm will likely overwhelm the smaller squads, or take on two squads at once without much concern. PMs at 7 or 8 (with a PF champ) are more solid.
7 Oblits is also odd. Are you going 3, 2, and 2? 6 Oblits could save you some points for a small Termie squad if you go the route Black_rose suggested.
So, definitely some spots where you could save some points. Your best change would probably be changing out the Lord for another DP, or making him a Termie. He'd actually be cheaper either way.
I didn't even notice the dozer blades. Dave the Barbarian is right, drop them, they are a waste of points.
