Im not exactley sure aout the points costs for wargear @ whatnot; I don't have the CSM codex(yet) so I added all the wargear on Wolf Lairs army builder, which I suspect to still be third edition...
HQ: Aspiring Champ with mark of Khorne, feel no pain, chaos hound, blood frenzy, powerfist, bolt pistol, demonic armor, demonic mutation, demonic Visage = 106 pts
(attached to muties)
7 traitors, plasma gun, missle launcher, agitator armed with combi bolter & bionics = 107 pts
14 traitors, flamer, agitator armed with CC weapon/bolt pistol, grenades (both types), bionics = 142 pts
19 mutants, 2 flamers, mutant boss with great weapon, Aspiring Champ (profile shown above) = 251 pts
Total= 500 pts.

Ok, heres what'll do: The Two traitor squads infiltrate on eith side of the enemt, distracting them and providing coveirng fire for the muties, which will for a line in front of the champ (to block LOS) and advance on the enemy. When I get within charging range, the champ runs up to the enemy and unloads 8-10 strength 8 powerfist attacks- more then enough to stop any tougher hombres in there tracks. Im also ordering a Khorne Bezerker Champ model with an axe of Khorne, in case Im fightting armeys with hordes of little guys.

you need 2 full traitor squads to comply witht he army's special rules.
I'd give the agitator a plasma pistol, it's always good to kill a marine, or take ona lightly armoured vehicule. as for granades the krak is useless, meltabombs would do much better.
Yea, cut the bionics and grenades and something else and bring your 1st squad up to 15 guys. And maybe cut some other things and add a vehicle of some type.

I think the HQ is way too expensive, I'd tool him down to about 50-60 points and then use the left over points to get more traitors or mutants. LaTD works best as a horde army, so you'll need lots of bodies.
You dont need 2 full strength traitor squads, but any traitor squads taken as compulsory choices have to be full strength.
So in this list, he just has to move one traitor from the 7 man squad over to the 14 man squad.
the 14-man squad is actually 15 men; I counted the agitator as seperate. Same with the seven...
As for the grenades, I just put them there 'cause I had points to blow. Plasma pistol just cost too many points for me, and It can wound him. I prefer to stick to more reliable weapons...
As stated before, the traitor squads only need to be 15 to be considerd a troop choice, they don't need to be like that always.
And as for the khorne Champ...Im actually pretty happy with him; Even with his retardedly high points cost, I can still squeeze in 43 other bodies. I do not want to incluude vehicles until I get to 1,000 points, and then I'll have a Multi-laser Sentinal Squad and a Leman russ....
Soo.... any more criticism/comments/free pretzels? Cmon, anyone?
