Since CD crew the hell cannon, and the hell cannon can be put into a mortal chaos army, do you think its reasonable that CD should be able to use the hell cannon?
Also whats the reason that CD are unable to summon demons, use chaos lores, take chaos marks, despite the fact that they are a Chaos army?

If I were you I would beg, plead and steal for a copy of ravening hordes and just find out what they CAN do from there. Anything else that you come up with, won't be agreable to most opponents.
While all of that sounds reasonable, it would be best to start from where GW left off.
They might even have a .pdf for chaos dwarves on their web page instead of trying to find RH.
To the best of my knowledge, Chaos Dwarfs are still a viable and tournament legal army. And yes there is a pdf for them.

Not sure if this is an official GW doucment thats been copied so I won't post to it directly.
If you look on the "Hands of Hashut" website in the downloads section under development there's a PDF that apparently was part fot the Hordes of Chaos. It details rules on the "Mark of Hashut" and "Deamons of Hashut" as well as a couple of new units and rules for using Obsidian armour and blades.
It's a really well made document, thats adds more character to CD's. No green skins though, as I guess they are meant to be used with Chaos armies.
