Exactly. Sorcerers are ML1, and so can use only one power per turn. Mark of Tzeentch boosts them to ML2, so they can then use 2 powers. This also applies to Aspiring Sorcerers, who can only choose one power though, despite being ML2, but this means they can use a power and also their force weapon.
Marius I am pretty sure you are wrong, nowhere in our codex does it say the mark of Tzeentch gives the psyker another mastery level or the ability to use another power. All it says for those who take powers is that they may choose to take another one.

That's what I thought too, but it's on page 88 in the first paragraph about Psychic Powers.
It can also be argued that Ahriman is Mastery Level 4 because of his Mark.

FAQ says Ahriman is Mastery 3, but nothing in the FAQ says that the Mark of Tzeentch no longer lets you use a second psychic power (ie, gives you ML2). It does state that Familiars do not increase Mastery Levels, but do let you choose a second power.

I think the question here is not about Ahriman, since he clearly ml3. The question is, are aspiring sorcerers ml2? The codex states that psykers with mark of Tzeench may use two powers per turn (not that its one additional) so I would say that they are ml2, and therefore can use the powers that require two warp charges.
