Depends what program you're using, but ussaully there is some sort of export preview or export options that allows you to pick the type of file and if it is a JPEG, what quality you want. With JPEGs and quality, you can get it very low if you want it, but remember that the smaller you make it the worse the quality is.

For Photoshop go Ctrl + Alt + Shift + S to bring up the 'Save as for Web' window, this allows you greater control over several settings and in general provides better comporession that saving normally.
Its What I do to get my Avvie so big XD
