Are you looking for sample lists or Nurgle specific strategies?
If so, google can get you faster results then these boards can without a doubt.
If not, post a list and I'll be glad to post my 2 cents!
Hmm, interesting list. Possibly designed to confuse your opponent. Problem is, after you do finish confusing them, I don't think you can play with a full stop, as it's not in the army book Well, actually, the army book has lots of full stops, just no stats! Allow me to fix that:
Hero - Full Stop of Chaos Glory, 500 points

One byte army - A Full Stop counts a normal Hero choice. In addition, he counts as an infinite number of Core choices. effectively negating their need, though you may add more if you wish.
Pixel Resilience - A Full Stop is extremely hard to hit, due to his tiny size! Only Ballistic Skill based missiles can hit him, but at -6 to hit. Spells will damage him like normal, but his small size confers magic resistance (3). In close combat, he can only ever be hit on 6's follwed then by another 6.
Bullet Strike - With no arms or legs, the only way a Full Stop can attack in combat is by hurling himself at the enemy like a Daemon bullet! In each round of combat, the Full Stop will inflict one automatic S10 hit against a model in base contact.
So you have 500 points so far, 1750 to go!

i thought about it how i can try to outmagic the opponent with 8/6/4 bounds... but not sure if it will be good tourny army... it doesnt have much of a punch...

This army kinda looks small. I dont think magic and regen will be enough on its own here.
any suggestions? is a GUO + herald nurgle and pb too much for 2000? should i not tool them out with staff for magic penetration?
What this list really needs is beasts of nurgle. Combined with epidemus those D6 poisoned attacks really start to hurt. This list has a scary amount of bound spells giving it a strong magic offensive, even magic heavy armies will have difficulty dispelling all of it. However all those items eat up alot of points. As much as i'm loathe to say this you might be better off droppinbg the GuO, while I admit he sits very nicely in the list he does eat up a large amount of points when considering he doesn't have much punch in combat.
However if you did drop him, most likely for another lvl 1 herald, The army will lose alot of it's magic offense. This will lead to all those bound spells to not get their points worth as they get dispelled easily. One simple change i'd do is to get banner of enternal virulence, with epidemus in your army and with palanquins in your units you can easily rack up points in combat.
Maybe you'd consider a list like:
3 x Heralds, level 1 and palanquin, one has bsb with standard of sundering
3 x 11 plaguebearers, full command and banner of eternal virulence.
2 x 2 beasts of nurgle
The plaguebearers can advance up the center and will be fairly scary in combat, near indestructable and with banner of eternal virulence combined with epidemus will lead you to winning combats with a hefty number of points. The beasts of nurgle will serve as flankers and kill small units. The nurglings are there to kill warmachines and to be a fairly tough unit sitting in your oppenents army. You could easily swap them for a couple of units of furies but I didn't know if you wanted to keep the whole army nurgly.

i think i will proxy and test run it and see how it goes.... not sure if there's that "punch" against big stuff though...
As for the list, if you want the GUO, go for him, plus 2 heralds for magic. If you're going for epidemius, don't bother with too much magic - far too many points. My 2000 points gets in there:
Still looks small, but at least those PB's are looking solid with the herald's and a decent anchor, with good static res (BSB is included). Units of 10-11 to form the core of you're army won't go too far.
That's what I reckon you need to aiming for, but that's just me, and how I see Nurgle doing best. If you wanted Epidemius, maybe run hom alongside Kurgath? His ranged attacks help the tally, I'm pretty sure.
will this be a competitive tourny army? Is it better to mix it a little?
