Hey there! as my VC army is nearing completion i was considering starting the daemon army i have been wanting for oh such a long time !
just a quick question really , would i be able to develop a competitive list with the plague bearers tarpit + epidemus combo , and some flamers of tzeentch? maybe some horrors , i was hoping to have just a small army of 1k ish points

Definitely. With regneration and Epidemius' tallying, you will annoy your opponents to endless heights. A player at our local club has a Nurgle/Tzeentch list with a heavy emphasis on Nurgle, and he is doing extremely well.
You sacrifice speed and maneuverability for the extreme durability of Nurgle, but this doesn't make the list any weaker. Quite the contrary, in fact.
I wouldn't use Epidemius in small games, you're better off with a normal Herald. Epi relies on kills to be effective, and there just isn't as much to kill in 1k games. Also, he doesn't have the locus of nurgle so can't give plaguebearers regen and without regen they suck something fierce.
And army built around a PB+Herald tarpit is always nasty. Adding Tzeentch gives you more magical punch and shooting, but you would be lacking in the combat department. Basically you want to tie down and overwhelm big units with PBs while shooting/magicking everything else off the board.
