Negative, once the vehicle moves above combat speed the embarked squad may not fire. The rules for open-topped are used in conjunction with the normal rules for transports, nothing in the Open-topped section overrides the limitation of models have when trying to shoot out of a cruising vehicle .

If a Reaver squad turbo boosts 36 inches (having the Eldar Jetbike Special Rule), are they still able to move that extra 6 inches in the assault phase? thanx

Negative, once a jetbike turbo-boosts they may not do any other voluntary action for the turn which would include moving 6" in the assault phase.

If i have a squad of 5 beastmasters with khymera, clawed fiends &/or razorwing flocks, can i then have them run independently or do they have to run together in that squad?

The beastmasters would form a single unit and do not have a rule that allows them to be fielded separately other than taking a separate beastmaster unit on the force organization chart.

Can all Dark Eldar units (jump infantry, beasts, MC's, Bikes), use the Webway Portal?

So if a vehicle moves 12", the squad inside cant shoot...they can, however, jump out, shoot and assault?? This is what I have been informed...have I been rules-nuked?

It actually makes sense in game dynamics: if you stay inside you are protected from enemy fire: you can't shoot at units in transports. Once your out your transport you can be shot and also shoot other units.

It might sound counter-intuitive but it is actually more balanced than it seems.
