I hear alotta love for the beast squads but I don't see them in very many lists so what constitutes a good beast squad in your opinion and why would it win out over scourges or reapers?

Good Beasts squads IMO:
3 Beastmasters:
5 Khymerae
4 Razorwing flocks
28 wounds, 38 basic attacks for 156, just a steal.
I do prefer more Khymerae because you typically need to take some saves on them:
4 Beastmasters
8 Khymerae
4 Razorwings
32 wounds, 48 basic attacks for 204 points, add the baron to give them stealth and PGL. You can make the Baron leave if you need the 12" assault.
They don't compete with Scourges (they have a shooting role) and Reavers tend to be better at annoying the opponent with their awesome speed. But these Beasts are a unit not to ignore, so your opponent will either shoot them if they are in range or charge them or move away from them.
The beauty of this unit is that with S4 and S3 rending they still can harm vehicles and to something vs MEQ. On the other hand 4++ helps them survive fists but don't charge these boys into assault termies or another squad with lots of S6+ attacks.
I just think they are the most point effective Fast Attack choice, maybe that is why they are so darn expensive...

yeah they pretty much wreck face against everything, except landraiders and dreadnoughts.
Against termies they are not so bad, expect to lose numbers though, not their ideal target, against every other infantry they rock.
Pretty good at knocking out rear AV 10, surprisingly they fair well wehn getting hit by flamers, even str6 ones, those khymera are awesome.
I run them as a large suqad, as a hammer unit:
10 khymera
6 razorwings
5 beastmasters
you can use smaller squads i prefer using them like this as i expect alot to die, I try to keep their momentum going for the entire game if possible, i have had nothing but success with them.
the squad is expensive, but very fast and very killy, you need to allocate your wounds correctly else this squad will go horribly wrong for you, 25% casualties etc. etc. and keeping razorwings alive
as for why they are not used? the models are waaaay too expensive for the unit i just mentioned, using hellions and the other official GW models its well over £100 sterling for the squad, a big kick in the nuts if you ask me.
If you intend on using them and i highly reccommed you do, convert, there's lots on articles on this around the net.
If you're always worried about crushing the ants beneath you...you won't be able to walk.
I have a privateer press everblight legion starter box so i was toying with the idea of 4 kymarae, 1 feind and a beastmaster with 2 razorwings -venom blade to the master 60$ aus and 135 points on the tabletop
