I've never actually played a game with Dark Elves yet, but I was looking through the army book and looked at all of the things that I wanted to include in the army, and then proceded to make a list.
Here's how it looks so far
Highborn on Dragon + Venom Sword + Blood Armour - 540pts
Sorceress lvl 2 + Darkstar Cloak + Crystal of Midnight - 175 pts
30 spearmen+Shields(can either be deployed as 3 units of 10 or 2 units of 15)
15 Corsairs + full command - 175 pts
15 Corsairs + full command - 175 pts
15 Witch Elves + full command + Cry of War - 235pts
The point cost total came to 1999pts
The things that I really want to include are the Dragon, the Hydra and the Harpies. I felt that I needed the Shades to screw up my opponents 1st movement phase if I get the 1st turn. The Witch elves are like Corsairs, only better, which is why I took a unit of them.
I took the Spearmen mostly as a first wave meat shield, but im sure that they would get some killing done too, and the corsairs and my whiches would be my second wave, tearing to pieces any enemy that gets in the way (thats the plan, anyways).
The Sorceress was an afterthought really, but I decided that some magic defence was necessary, seeing as the person I play against most would have at least 3 mages at 2000pts, and my brother wants to start playing the new VC's.
I figure that this is a decent list, given my experiance playing High Elves for years...I figured that they play fairly similarly, although I plan on being much more agressive with DE's.
I wanted to include Beastmaster and an Assassin, but I heard that in August the Beastmaster was no longer going to be a character, and I didn't have enough points left over for the Assassin (he would be really good with the Deathmask) so I left them out.
I was theming this list around beasts, so I guess it would be fluffy to make it an army from Karond Kar, which would also explain the Corsairs seeing as its a coastal city.
Any suggestions on how to make this list more effective, or more fluffy, or anything would be much appreciated.

I totally forgot about the alternate army organizations. Ill experiment with the Highborn and see which items I like best.
If I make the sorceress lvl 1 and give her 2 dispell scrolls, and then reduce the Harpies to 8 strong I can fit a RBT in there.
In larger games I will definately add some xbows to the list, and at 3000pts I'll try to have 2 RBT's, and then maybe a High Sorceress. \
Of course by the time I get to 3000 points the new army book will have already been out for quite a while, so I suppose what my 3k point army looks like will all depend on how the army will change.
Thanks for the tips very_origional
This would be a fun army to play against. I always like it when DE players use some of the monsters available to them.
very_origional is right about the sorceress. Level 1 and two scrolls for defense. You're not going to get any spells off with just one caster.
Not really adding anything new here, but it's all good, except for the general.
DavicVC04 said your list would be fun to play against, but remember, you're not catering to the enemy.

I think what attila means is that the highborn's equipment is not very common, most people don't like venom sword or blood armour. A very common build is heart stone of darkness (4+ ward), draich of dark power (+2S, killing blow), and full mundane armour.
