Please allow me the benefits of a brief introduction.
Having played WFB since 1996, I sold my Wood Elf and High Elf forces two years ago, since I unwisely thought it was time to say goodbye to the hobby.
Now that was a sad misconception, as you might have guessed already.
Thus, the plan ripened to return to the field with a Dark Elf force.
Before trying my dismally rusted and ever so feeble painting skills with a huge number of miniatures, I'd like to hear your oppinion on my planned list.
Note that I
a) Have no experience whatsoever with 7th Ed.
b) Would like to have a force that is NOT considered competitive or cheesy but still stands an acceptable chance of winning. Used to run beardy tourney lists for years on end - turned dull at some point
c) like core units and try to limit my magic items
d) will use converted High Elf models mostly

Do you think the list would stand an acceptable chance in a friendly/semi-competitive environment, or will it be simply blown to Kingdom Come upon entering the field?
Any suggestions on how to improve (without changing the main apearance too much) are highly welcome, of course.

Ok first things first. If you don't want a competitive or cheasy list do not! use the pendant. I'd swap around the magic items on your sorceresses. I'd give the supreme sorceress the staff so you'll have a free bound spell. And I'd give the sorceress the dagger and a dispel scroll.
You have 2 really big unit of spears. If you don't mind I'd use only one unit of spears and another smaller unit of corsairs for flanking and an additional dark riders unit. musician on dark riders unit is a huge buff as you'll be fleeing a lot.
10 knights is way to much and the pts cost for that extra rank is just too expensive! I'd use 2 units of 5 or 6. And be very carefully on where you place your knight with the ring as you have 2 magic users. IMO Shades become more effective using great weapons.
if you haven't bought the 7th rule book yet do so and read through the rules until you understand them.

Is the penant indeed considered cheese on a sup. sorceress as well? Oh well, magic items aren't that much of an issue at the moment.
Concerning the COK:
The number was not chosen for the extra rank, but more so for the expected losses and effective use of a powerful charge & fear combo.
I have to admit though that multiple small cavalry units offer more flexibility & flanking ability.
Concerning the 2nd spear unit:
For their costs, I'll only get some 5 dark riders & 5 corsairs (illegal)
But I got your message that smaller, more maneuvrable units are highly desireable.
Maybe knock off two knights and get 10 corsairs & 5 riders instead of the spears?
I don't think I will ever run a list without at least 2 units of dark riders. They are that good. They aren't the kings of combat or shooting or anything like that, but are super maneuverable and very flexible, so that they are always useful. I also really like smallish units of harpies. They are even cheaper pointswise and very useful (I converted my models from Kroot warriors). I like my shade units to be a bit bigger (7- with great weapons and my cold one knights to be 6 wide. As far as the rest of the units go and magic items, I'd say anything goes. Due to point costs, and the makeup of the rest of the army, I'd say 2 units of spears is probably a decent buy for combat res. You may consider a bsb though to help with kills or another assassin if those work out for you.
What edition of Warhammer are you most familar with, 6th?

IMHO, executioners and black guard are incredibly cheap for what they give you. I think I'd only recommend spearelves for sacrificing (or trying to field a huge army of elves).
On to you cok concern. Since your cok are also fear causers outnumber+fear isn't a problem for them. I'd use 6 models, maximum 7 models, for one unit. You can go as far as to replace your crossbow unit with dark riders and use the rest of the pts for corsairs. I don't have the armybook. But if it's naked spear elves 24 of them should almost enough for 15 corsairs. with the reduces numbers of coks you should have enough pts to get wither 15 corsairs for a 5x3 formation or 14 corsairs for 7x2 formation. Get musicians for your dark riders and get great weapons for your shades. For the left over pts you can either beef up your shades (to 7) or get a command for the corsairs (with warbanner if the pts allow it).
Right, the wording on the COK was obviously ambigous. My fault.
10 weren't chosen because of "fear of fear" but fore the auto-break a large, fear-causing unit could achieve on the charge against numerically inferior non-unbreakable/ITP units.
That notion seemed pretty important to me, since I wouldn't want my COK get stuck.
Normally, it would be the Dark Riders' task to set up a flanking charge, but against some targets, that wouldn't be strictly necessary with fear & superior numbers.
Concerning the Warbanner: IF magic combat resolution bonus, shouldn't this be in the unit with the highest static resolution (i. e. spears), for this will be the one that counts in multiple-unit melee?
If the corsairs are primarily there to flank, I honestly can't see the point in giving the WB to them - but maybe I am missing out on something here?
consider dropping spell familiar for tome of furion or dark star cloak, decrease the CoK unit size, and include somr sairs (nice save, good attacks)
