Well there is a legality issue with the list: CoKs can not take a scroll.
As for the list, the dreadlord has a weapon that causes multiple wounds and has a high strength. The question is the very high points for it worth being s6, 8, or 10? I would say no. You can do better by taking a hydra blade, and potion of strength. 15 points cheaper for that combo, and you end up with more attacks against rank and file, and can be S7 for one turn against monsters and characters. It also lets you afford a pendant of khaeleth, an invaluable piece of defensive war gear. Lord characters need to be survivable for them to fulfill their roll, otherwise you just giving away the cost +100 in VP.
Supreme sorceress on cold one is a nice looking mode. The question is: Is spending 12 points more for a mount (dark mount vs cold one) worth the +1 armor, and losing 2 movement, and gaining the stupid special rule? That should be a pretty easy question. 20 points more gets you a flying mount as well, so the cold one is a very bad mount for a wizard.
I personally haven't ever seen terrain friendly enough to be able to field 2 units of 2 deep archers. I personally would field them 10-12, single rank.
CoKs command squad is pretty expensive. 40 points for +1 attack, +1 CR in a tie (and LD 10 for rally) and +1 CR is a large investment for a unit that still cant win if it charges up the front. Knights outside of Brets don't charge up the middle, you combo charge or flank with them. For this role they don't need any command at all. At most a standard would be useful, but even then is it worth making the unit worth 100 points more than what you paid for it in VP? Captured banners being worth so much means you shouldn't just add banners to every unit. The magic banner is just adding higher cost to a unit that can still biff a stupidity roll at any moment.
Dark elf warriors aren't actually going to kill enough even with AP to justify giving them the banner. Their role is as a potential assassin bunker, Static resolution block, and setting up flank charges by pinning an enemy unit.
I have never seen cry of war work out. Just give a dreadlord a RxB, it at least is likely to do something.
Black guard are ItP, stubborn, and have a high number of attacks. There is no reason and a large reason not to run them in 5 wide blocks. They win by not caring about losing, and generating kills. Run them 6-7 wide. Units that form up 6x2, 7x2 6x3, and 7x3 after you add the character works best. Only get the champ if you are going to give him a weapon or item. Crimson death or ring of hotek are the most popular choices, but there is a few other items worth looking at.
Other than those issues, the list looks fine. Don't know what you will want to do with the points savings you should get, but there should be enough to get some harpies or something.
I threw this up here to verify the legality. Thank you for pointing that out. This list is a bit of a stretch in points. In the army book it states that you can only have one lord choice over 2000 pts how ever i thought i saw other lists containing 2 lords.
Doh, didn't even notice the 2 lords. Was focused on the small things and missed the big one.
The lists that have 2 lords are all 3k or higher.
Thanks for the in depth review. Should I make the dreadlord into 2 masters one on a cold one with CoK other with the blackguard? Or get a sorc level 2 in with those warriors with a sac dagger?
Also i was planning on putting the sorceress on a black steed however the model was unable to be put on one because of how the model got put together. I do plan on actually getting a dark pegasus for her in the next few week.s

Either option is fine, but the 2 masters is probably better for friendly games. Some people have problems with playing against too much magic.
