So there's a big tournament coming up and I've been writing lists and have only playtested my skaven and high elf ones thus far (skaven are 4-0, High elves are 0-2) Finally wrote up a Dark Elf one (tough to get motivated with undefeated skravens ). Anyway nothing much to say other then here it is.
-heavy armour, shield, cold one
-Null talisman (with only 3 dispel dice I'll take what I can get)
-standard of slaughter
-heavy armour, shield, lance, and cold one
-Cauldron of blood
(no use further upgrading since she can't go anywhere)
5 dark riders
(bait and flee guys here, but potential for some wounds from em)
(warmachine hunters, and bait and flee guys again, likely charge weakened units in rears and flanks)
-one with manbane
-one with additional hand weapon
(for the formal list i know i'll have to actually assign them a unit, but for now just letting you guys know I have em. Their likely going to go in the spearmen though, one each of course)
-Banner of murder
-witch brew hag
(Scouting march block harassers, war machine hunters, and weak unit charging)
5 cold one knights
(masters go here, anvil)
Thoughts? Please comment...

fairly new to dark elves myself but things that strike me are:
Your executioner unit seems too big, you're paying alot of points for guys that wont see a fight. SCR is too expensive for executioner units. Witch unit is very large also, 14 should be plenty, with the points you save from these two reductions you could likely take a whole new unit The banner of murder would be better on the witch elves, executioners REALLY do not need it.
Don't worry, I did this to begin with too but after a couple of games i have found DEs to be far more effective with several medium sized units instead of a couple of big units.
Assassins can take the same item more than once in the same army (Apart from the magic sword and cloak) so i would suggest manbane AND rune of khaine on both of them.
I'm not sure what you plan for the second unit of warriors, they generally aren't up to much good in a fight. A unit of xbow wielding warriors or dark riders might be more helpful (Replacing a harpy unit in the case of dark riders as they fill much the same role). Hope some of this is helpful and good luck in the tournament
cauldrons can move. and a bsb is a nice upgrade to the cauldron.
More comments to come later, though lexicanum hit on a few.
Taking a unit of 20 black guards might be understandable just becouse they will be stuborn, but remember that this are elves, they have toughness 3 and heavy armour. While they always strike last becouse of their great weapons their opponents will usualy kill enough from the front rank to make them ineffective. They are good in units 7 wide, just like swordmasters of hoeth, but they are not always first so you need them to get the charge. If you want a solid stuborn unit I think you should take black guards with standard of har graef. While many large blocks work great for skaven (and also prety well for orcs&goblins, warriors of chaos and even empire) it is simply not the elven way. A unit of 20 spearmen is very nice, they even fight in 2 ranks, but they are the only unit worth taking in big numbers. Witch elves are frenzy, there is no reason to take huge units of them, they are not plague monks (they cost much more and have less toughness).
If you try to play elves the skaven way then no wonder you lost with your high elves, elves don't rely on numbers the same way as skaven, they usualy use small elite units (such as units of 7 swordmasters).
You can also improve your high elves list if you make the right changes and don't try to rely on large blocks of troops.
i agree with the 2 prior posters, cut down the units of exicutioners/witches.... im assuming they will be near the cauldron since they are khanites which will make them stubborn anyway, so static res is less of an issue. Heck even splitting the units in half would give you more flexibility and probably not make a significant difference in combat effectiveness. id also rejigger the assasin weapons and find a better point use for that 2nd unit of spearmen...perhaps see about adding in a hydra???
