I was thinking about getting a Dark Elf army
Dont have any models at all, looking through the book I have drawn up a quick draft (no magic items thats why it comes short)
This would come in at 4000 with magic items
A few questions:
A: Is this a good list
B: Whats the best mount for a dreadlord, I picked Manticore but are they that good, uncontrolable puts me off a little
1 point after reading the book, Malus Darkblade is the reason for this army so stays lol

Most people will try to convince you not to use the manticore, mostly due to it's lack of armor. Personally, I like using the it, but it should be noted I typically play for "fun" with my regular group of friends. The manticore is definitely not the internet cut and paste"competitive" choice.

Am I right in thinking Dark riders can move and fire with repeater crossbows?
If so is it worth taking them as an add on?
First thing, you are under points for your Core, Harpies don't count towards the 25% minimum,
Yep Dark Riders can move and fire. They can be very, very useful, there is no reason not to take Repeater Crossbows on them.
The list is pretty good, although I'd recommend more Bolt Throwers, having only 2 at 4K isn't enough in my opinion (but that's just me, at 4K I'd probably take 6-8, I always take at least 3 at 2K).
Manticores, like everything else in the Dark Elf book, can be competitive. You just have to work slightly harder to make them so. In my opinion, a lot of the people who permanently say "Never take this, it isn't competitive, there's no point in even thinking about them" tend to be idiots. Such classics I've heard at my local store include "Bolt Throwers are rubbish, they're a waste of points" (before that person played 4 Bolt Throwers at 2K and lost his 30 Tzeentch Chosen in 3 turns to them, I rolled well, he didn't) and "Witch Elves can never be a competitive unit" (so I played him at 1.5K with a Horde of 50 and Hellebron, even had a Manticore in that list).
People will tell you the Manticore is a poor man's Dragon, but it is definitely a good choice for a Dreadlord if you want some cheaper than a Dragon but can still hit hard.
A for the "Uncontrollable" rule, it gives you Frenzy for a turn for very little penalty. You get an extra attack on the Dreadlord and the Manticore for having to test to restrain charges with anyone is within 22". And if you're Rider dies you automatically get the best result on the Monster Reaction table, Hatred and Frenzy for your Manticore.
Failing an "Uncontrollable" check isn't too likely to happen anyway, if it is a concern then just keep him near the BSB.
Not a bad list mate, just sort out the Core and you're good to go.
Thanks for the advice, I notice you get 20 Corsiars in the battalion, so say I add them to the core and 2 more bolt throwers where would you free up the 400 points from
Is Kouran worth the 90 points?
Kouran is the better of the 2 champion SCs, but he's still only a 1W model. Unbreakable on Black Guard is nice but with Stubborn on Ld9-10 with a BSB nearby they're never likely to run anyway. Unbreakable also stops character's from joining Kouran's Black Guard. If he was a Hero (and GW hadn't left the Dark Elf SC ward saves in that cupboard where the DE's are shoved behind the High Elves) he'd be slightly more worth it.
Just thinking about it, you're spending about 500pts on Magic Items according to the points on your list (which comes to 3.5K). If you maybe trimmed some of them off, dropped the Death Hag and Kouran you could just about squeeze in the Corsairs I'm guessing your Death Hag to be around 150pts, so with Kouran that's around 240-ish points, plus a few trimmed off from magic items. You could maybe drop a Knight or two.....it would be easier if you posted up the magic items on who has them
