I would definitely get rid of the executioners and maybe the black guard and use the points form this to get another 20 man unit of Daark Elf warriors or Corsairs. The Cold one knights and the Shades and the riders are fine. Also try and fit in a noble as they are good at leading units especially Cold one knight units.
But my exucutioners are doing fine.Sometimes I hide my assasin in the unit and if I do it kills almost anything. But I agree that a noble would be useful. The problem is to be able to have him. How shall I get the points for the noble?
Then again your right in saying the executinoers are good as flankers. To get the noble I would get rid of the Black Guard. They arent that good and you might as well use executioners in there place. This should get you enough points to get a noble and possibly allow you to get another small unit of corsairs or something as a flanking unit.
The Crown of Black Iron is only really useful against High Elves as hardly anyone I know uses the Lore of Light, you can get an alternate 5+ Ward save at half the cost, and use the difference to gain another dispel scroll maybe. You seem torn between playing multipul small unit tactics and going for small large blocks. By loosing 5 black guard and 5 excecutioners you can up you FEAR causing Cold ones to a decent size unit so that it can automatically break opponents if it wins combat and still have a smaller unit of Exceutioners and Black Guard, (Great because they are stubborn). Hopefully you will also have enough points left over to give them the banner of murder, which will make sure that they charge, rather than get charged. Loose the assassin as i never find that they make up their points cost and use the points to get a reaper bolt thrower for some long range fire power or add another unit of those rock hard spearmen or crossbowmen. the Hydra is personal choice, ive never used one but thats not to say that i wouldn't. They are terror causing and will rip anything that it comes accross to shreads! If you are playing a war-machine-heavy army i.e. Dwarfs, maybe invest in a small unit of Harpies as they are great at war machine crew and wizard hunting!
