Lance, shield, heavy armour, sea dragon cloak, Black Amulet, mounted in chariot with extra repeater crossbows. (choose your own general between these two)
2 x 10 Dark Elf Warriors: (260)
Repeater crossbows, light armour, shields.
5 Shades: (70)
2 Repeater Bolt Throwers: (200)
Place Bolt throwers as far back away from enemy as possible (but keeping in mind a position with good line of sight). Place Chariots near/next to bolt throwers also far from enemy (but keeping in mind position with good charge angles). Place Warriors ahead of chariots at such a distance, for example 10 inches, that your chariots will be in easy charge range of anything that charges the warriors (when the warriors are charged they will be fleeing leaving the chariots to counter charge). Do not forget to position the chariots/warriors in such a way that: (a) the chariots and warriors can both fire on the opposition, (b) the chariots cannot be charged without the enemy just about encircling you (giving you much more time to shoot him to bits), and (c) that the warriors can flee in such a way that the chariots will not be impeded in their counter charges the next turn. Finally place the shades somwhere as far towards the opposing deployment zone as possible in such a way as to stop marching and possibly even draw enemy units into unneccessary movement (unneccessary movement is anything that buys your 58 crossbow and 12 bolt thrower shots extra turns).
As for the shades, they are totally expendable, just make sure they slow down the enemy for as long as possible, however you believe this is possible (perhaps hiding in the forests?). Do not move any of your other movements. This is a stand and shoot army list. When your archers are finally charged, with any luck there will be little left of the opposing army. At this time, you need to make a judgement call. If you believe whatever is charging you will almost certainly destroy your unit of warriors that turn, or you believe that there will be enough space after the carnage for your chariots to counter charge anyway, do not hesitate to stand and fire when charged. If this is impossible, flee to open up a charge lane for your chariots. The dynamics here are slightly complicated, but the idea is simple. Make sure, whatever is left by the time they get to you, that your chariots get to charge. By the close combat phase of the game, nothing else matters to you. Do not hesitate to challenge in combat. Both your commanders are well armed and armoured for surviving single combat.
This army won't stand against shootly or magic heavy armies... nice theme but I don't think it'll last very long game wise.
Armies that probably will loose to you are the more CC oriented ones like: Beast of Chaos, Bretonias, Ogre kingdom, Ork & Goblins.
Armies that you probably draws with are: Lizardmen, Tomb Kings, Dwarves, High elves, Chaos (khorne, slaanesh and nurgle).
Armies you probably loose to are: Chaos (tzeench), Vampire Counts, Wood elves, Empire, Skaven.
Personally I think this list is terrible.
Your using almost half your armys points on heros which is not a GOOD THING. Take away one for sure.
The idea of using your heros in chariots is cool but not at this point cost, I suggest you take a level 2 wizard instead so that your only spending like 180 points make on a character. Or you could just go with a mounted noble and put him in a coldones unit.
Next your using 20 crossbowmen which in my oppinion is way to much use ten along with your two bolt throwers and you sould be good for shooting.
With the points that you have left take a unit of like 4 coldones to follow your noble. And a unit of 20 spearmen for some soild close combat.
