I am new to the world of Dark Elves and I am trying to put together a strong 1000 point army. My boyfriend plays Skaven and I will be playing against him on a regular basis. What units would be beneficial for me to use? Are Harpies worth the points?
A unit of 15-20 warriors with shields, a couple of units of ten warriors with R/Cs, 5 cold one knights, shades, two RBTs, a sorceress and a noble with various magical upgrades should be OK. Harpies are only really good against artillry crew and magicians.

Harpies are good for march blocking as well. They can't use the general's leadership so have a tendency to run if they get shot up, which isn't too difficult if you're Skaven.
I have also just started playing DE (albeit on lorenz), they seem to be a lot of fun so I think you're going to enjoy them
hey there and welcome to the druchii, for starting out against skaven id sugest getting 2 blocks(20-25) of infantry(warriors or corsairs, probaly 1 of both) this will serve as the backbone of your army, youd also want atleast 1 unit of RxBs(crossbowmen) as against any low toughness/AS army they can do alot of damage. after that i would sugesst buying Darkriders as Imo they are the best fast cav in the game and are very flexible.and dont forget to buy a general(noble as he is good in CC and has high leadership, sadly you will have to convert one becuase GW doesnt seel a model for him, i suggest using the malus darkblade model as it is on a coldone and looks cool) and also the mandatroy RBTs(well they're very good so i consider them mandatroy)
so your 1K list should look like this
magical items of your choice, and armor too
10 xbow men
5 dark riders
this should be roughly around 1k and as for units that are good against skaven in general would be anything that cuases terror/fear amd mabey wicth elves(they crank out an amazing amount of attacks, but have no armor and are easily shot to death.)

Well, against Skaven you will either be facing a large amount of low-class infantry- or a lot of wierd & wonderful shooting.. or both.
The best way to deal with mass-low class infantry is to simply charge them head on with our superior infantry. You'll want plenty of attacks, and protection from shooting on the way in. Corsairs fit that bill perfectly.
18 in 6x3 with Standard, musician & War banner is good. (only take a champ if theres a character joining them, or if you just have spare points to use up).
I highly recommend taking 6 harpies to deal with things such as Warp-lightning cannons quickly, before it decimates your army.
Magic is probably best left alone at 1000pts. Just take a Noble with Seal of Ghrond for a bit of magic defense, in the event that your enemy uses some.
A pair of Chariots is one of my favorites, especially with a Noble in one of them. Charge them both into the same unit at the same time & they crush just about anything.
Theyre also T5 so fairly resiliant agaisnt ranged attacks, as long as they arent S7+
So for that gives you:
-Heavy armour, Sea dragon cloak, Enchanted shield, Lance, Seal of Ghrond
-S, M, Warbanner

you'll need a second Core choice. I'd say either more corsairs/spearmen. Dark riders are good but fragile, especially against shooting.

Harpies are really only worth there points if there being guided by a beast master to reduce that horrible ld 5, id take dark riders, quicker than your average skaven and can avoid major losses against nasty skaven artillery. maybe some corsairs to hold your lines
If all else fails, 6 is only a small loss points wise.
I do agree if the enemy is Vampire counts or Tomb Kings, because nearly everything causes fear, meaning you cant avoid a test.

Use what you have to your advantage, cavalry movement. Chariots will tear them apart. Use Dark Riders or harpies to take out their Jezzails and war machines if you can, but expect them to take warp lightning in the face.
Skaven leadership is based on their rank bonus, so if you can negate their ranks they will fall apart.
Most skaven players take units of 25 so unless you get really lucky those repeater crossbows won't do much in the way of removing those rank bonuses. You best bet will be bolt throwers on regular fire to hit through the whole unit's ranks.
I tend to agree with frozencore. The only dark elf units you want to charge in the front are COK, Witch Elves or maybe executioners.
Without support, and possibly taking casualties before charging, losing the combat will be a big risk. In a game of this size, they'll need a chariot for support.

I played a "both" skaven army over the weekend and made the mistake of underestimating skaven infantry. With a chieftan leading from the rear and a 4+ save in combat, our infantry is fairly unlikely to be able to conclusively beat them in combat without support.

I agree with ManuForti on the point that harpies can be used to counter this threat. When charged, a warp lightning cannon HAS to flee. Harpies can easily keep it hopping the entire game.
Against skaven, i highly recommend 2 Repeater bolt throwers, with their massive range they can stay out of shooting range of skavens jezzails and such and easily decimate their infantry AND missile troops in equal measure.
