So just got the new codex.... and after a bit of perusing, you could make a corsairs unit whose front rank would get 25 attacks in the first turn of combat!! (and if you really wanted to spring for an assasin i think you could get it up to 35)
Corsairs unit (2hw's) (2 attacks each)
Sea Serpant standard makes unit frenzied
Nobel with hydra banner gives another attack
Caldron of blood w/in 24" gives another attack
itd come in for a corsairs unit of 20, plus the banners, a nobel, and a cauldron at around 600 points but that is a hell of a lot of attacks to be dishing out a turn!!! especially if they enemy was expecting 10
(you could also in this way get about 20 attacks out of a black guard unit or 25 out of witch elves for a bit less)
Hahah, overkill. It could be really fun if the enemy has some huge unit without any extreme saves..
It would be really fun to have a huge unit of Corsairs without and special upgrades who take the enemy's attention, and then give a 10-unit all the upgrades for a nasty surprise when they come up close.
Keep in mind that if you wanted to do that with a unit of Witch Elves, you'd have to use a Death Hag as you BSB. A Master wouldn't be able to join them. And in a unit like that, you may as well run them 6 wide.
The surprise is awesome, but if you prefer to be offensive, then you could do this for CoK and really hurt someone on the charge.
My favourite is the dark rider unit of doom.
Take a BSB with the Hydra banner in a unit of dark riders, say 6 wide in total.
That's 4 s6 attacks from the master (let's give him a lance, say), 10 s4 attacks from the riders and 12 s3 attacks from the mounts. For a total of 26 attacks, all re-rolling misses.
Did I forget to mention this unit charges 18"?
I like the idea of say a unit of 9 DR + master. Then you can lose a couple of DR so to still hit with maximum force. If not it all goes toward US. Plus people don't really expect it, so it's a nice surprise.
Having said that though, there are many ways to give DE units and extreme number of attacks. Hatred comes into it's own here as well.
Hydra Banner on a unit of CoK is a killer. I'm thinking of doing that myself. As Danjones says, it's effectively giving +2A instead of +1A.
I'm thinking of fielding 2 units fo CoK, 1 with Dreadlord with Death Piercer and 1 with Master and Hydra banner. That way I have 1 unit that can deal with monsters/ tough chracters (deathpiercer) and 1 that can deal with elite infantry/cavalry (hydra banner means lots and lots of attacks).

Imagine being up against a massive unit of Skaven or Undead. Say, 80 Zombies 5 wide and 16 ranks Deep.
Lokhir = 3 Base attacks + 16 bonus attacks for his Red Blades = 19 attacks for him alone!

My god.. I just ran a 3-minutes made list for fun .. 6 CoK with Armour Piercing Banner joined by a Master BSB with Hydra Banner. Death Hag (General) with Cauldron of Blood... That's a total of.. 20 STR6 Armour Piercing lance charge (only 5 + my master could strike) and 18 STR4 Armour Piercing Cold One nibbles, hitting on 4+ with rerolls against Dwarf and wounding on 4+.. I went through his entire unit like 15 kills...
